National Director, College Underserved Community Partnership Program (CUPP)
Michael W. Burns is Senior Advisor to the Regional Administrator for EPA Region 4 and National Director of the College Underserved Community Partnership Program (CUPP), a program he created in 2011. A graduate of the U.S. Naval Academy, Burns served as an engineering officer in the Navy for eight years and then spent four years in the private sector as a plant engineer before returning to federal service as a civilian marine chemist. During more than two decades in the federal government, he has been a Supervisor of Environmental Engineers; a Chief of Facilities for the Southeast Region of the National Park Service; a Director of Regional Public Works for the U.S. Army; Deputy Director of Base Operations for the Army Reserve; and an Executive Director for the Southeast Region of the U.S. Navy.
